complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. >> fairfield police make an arrest in the killing of a 13- year-old girl found strangled one week ago today. good afternoon, i am tori campbell. fairfield police have announced an arrest no the killing of a 13-year-old girl, john elogy conway alespecially found strangled in a park last friday. noel walker joins us live from fairfield where police just held a press conference. noel. >> reporter: tory coming to you live from the chambers where they just ap wrapped up. this is the photo of the

suspect, his name is anthony lamar jones, 32 years old from fairfield, he was arrested for that. she was found a week ago today, her naked body found in a park by a passerby. today they released scant details still keeping things close to the vest but here is what they had to say minutes ago. >> jones was identified as a suspect early on in this case, since that time he has been under 24 hour surveillance, therefore there was no danger to public during the investigation. we have evidence linking jones to this homicide and we believe at this time he acted alone and there are no other suspects named in this case. >> now jones was found in fairfield. he was arrested at 7:00 this morning. as you heard after being under 24 hour surveillance, so as police said no danger to anyone else in the community. i did ask police if this case was linked to another one a

year ago. jessica funk has lem was a girl found dead any baseball dugout in sacramento county last year, police told me they have been in contact with those authorities and have not ruled that out. again this is all still early in the investigation. police also talked to the family and here is what they had to say. >> finally with tears in our hearts we can now begin to say goodbye to sweet janel, we love you so much. we always will. may you find peace forever. we will always, always love you. >> her family is planning on holding a vigil later tonight. we will be there and have the latest at 5:00 and 6:00 on ktvu. noel walker, ktvu channel 2 news. >> thank you. federal authorities this morning announced the arrest of a man accused of trying to set off a car bomb in front of a bank in oakland. the fbi says an agent had

been monitoring 28-year-old matthew aron since november and they had neutralized that. he wanted to make it look like that, triggering a reaction and touching off a civil war. police there are still searching for a former cop turned suspected killer. the manhunt is widespread, as far south as the mexican border and as far east as nevada. police say dorner killed the daughter of a retired lapd captain and her fiance and then went on a shooting spree in the l.a. area that killed one police officer and injured two others. law enforcement spent all night searching but have been unable to find him. ktvu's tara moriarty joins us live from the newsroom with a new search location that just sprang up. >> reporter: we did receive an update this morning about the effort to find him. law enforcement is still

scouring the big bear area by foot but aerial search has been called off due to bad weather. first we want to take you to los angeles. these are shots there where a civilian worker spotted a man fitting his description. the jail has been placed on containment, deputies in riot gear patrolling the outside of the facility and we will keep you posted on this latest development. meanwhile the san bernardino county sheriff has reassured the community safety is a top priority and they are focused on catching him. they are dressed warmly today. the vehicles have chains on them to get through the roads. a winter storm today is expected to drop up to 9 inches of snow. 50 mile an hour wind gusts also in the forecast. now road blocks are up. the schools are still closed. ski resorts are are open. residents have been told not to open their doors for anyone unless it is law enforcement

and they have been scouring the area where his truck was burned out. they lost the tracks and last night they targeted that area and the mountain above that and today they are zeroing in on specific areas. >> we will continue to search in the mountain area, there are a lot of cabins abandoned, we want to make sure he didn't find a place to hideout. once we exhaust that then we continue to re-evaluate what we will do next. >> the state of california is under a tactical alert and the search has extended to new mexico, arizona and nevada, where he owns a home near vegas. he is an expert marksman and has explosives on him as well as a 50 caliber rifle that can slice through cars at a long

long distance. his ex-girlfriend says that. >> thank you. police admit they mistook a 71-year-old woman delivering newspapers for christopher dorner. detectives shot her twice in the back yesterday. she is in intensive care. her daughter was also cut by broken glass. police say the women were in a pick up similar to dorner's but their attorney says the truck is neither the same color nor model. we now know the identity of a young woman who apparently fell to her death from a san jose high rise building this morning. the coroner's office identified the woman as 24-year-old tamm area toft of san jose, police were called there shortly before 3:00 a.m. when they arrived they found her body on the ground. police say she somehow fell off an 11th floor balcony, neighbors say they are stunned. >> it is very horrible. i mean you think about that, living in a place that has windows that own up you know or

a balcony where that could happen but tragic, you know. >> at this point police say there are no signs of foul play. authorities say toft did not live at the apartment complex where she died. snow is already starting to fall in the northeast as residents there are bracing for what is expected to be a monster blizzard. this record breaking nor'easter is expected to cause some dangerous situations from new york to maine. governorrers in massachusetts, connecticut and rhode island have already declared a state of emergency. the storm is forecast to dump up to three feet of snow and have hurricane force winds. schools are closed. transportation systems are shut down. and city and state officials are urging people to go home and stay home. >> this is the started of a major storm. stay off the roads, stay home. let the public works crews do their job. >> gas and many other essentials are already in short

supply. forecasters say the storm will continue at least until tomorrow morning. the storm has already prompted the cancellation of thousands of flights and even flights not heading to the northeast could be impacted if your plane was supposed to be coming in from an airport in the snowy area. brian flores joins us from sfo where the situation there right now looks nice and sunny there, brian. >> reporter: yeah, nice and sunny here but definitely not on the east coast but no question passengers here wanting to get home to the east coast it is making them anxious. i just got done speaking with him. he told me 60 flights have been cancelled, 40 departing and 20 arriving here. the main cities include boss to, boston, new york, newark and philadelphia. that is supposed to do that but is having a trickle down effect

nationwide. here at sfo for lines they dedicated specific lines so they could rebook passengers headed to those cities and according to them because it is expected to be slow moving they expect delays until tomorrow. >> we are seeing several airlines get proactive in terms of what they are doing. already yesterday in anticipation of the weather we saw a lot of airlines beginning to cancel flights to these areas. in addition what airlines are doing is on each of their websites they are posting travel advisories to get the word out to their passengers and they are also in many cases making changes to their fair rules. >> reporter: now airlines that are effected that fly to the east coast include united, american, dealt starks u.s. air and virgin american. we also checked with other cities as well. we found out that other cities include chicago and pittsburgh. you might want to check with

them as will. we spoke to one passenger who said he won't be leaving until sunday. >> it is frustrating but nothing we can do about it. right? just-yeah, i mean make the best of it, it is nice, so just kind of enjoy it for a few days. >> and again if you were headed to those locations airport officials say it is just important to keep track of your flight through your airline. now we did check with other airlines as well. i just got done speaking with a spokesperson over at oakland international airport. he tells me a flight heading to new york around 10:45 tonight from jet blue was cancelled. i just got done speaking with them, she tells me that was cancelled as well, but always keep track of that. it is a big headache there. brian flores, ktvu channel 2 news. >> thank you. a flight there made an emergency landing in ireland this morning. the pilots reported smoke in

the cockpit and dumped fuel before turning back to the airport. all 182 passengers and 10 crew members on the boeing 777 were unhurt. they played on the plane wheel mechanics came aboard and checked it. the wall street journal reports u.s. airways and american airlines could announce a merger as early as tuesday. american's creditors are scheduled to meet on monday and the boards of directors for both airlines could meet later that same day. analysts say the deal will likely reduce choices for consumers. the merger would create the world's largest airline. the san francisco giants are teaming up with the public works department and san francisco students to clean up the streets of san francisco. giants players today are heading out to schools to talk about the new anti-litter campaign and classroom curriculum to go along with it. the chronicle reports hunter pence will make his first stop at lincoln high school today. there are new developments in that escapee in the south

a parolee who escaped from police custody while in handcuffs is back behind bars this noontime. janine de la vega joins us live to tell us how he was caught. good afternoon. >> reporter: good afternoon. police are pleased they have anthony sanchez back in custody. we have learned they had to break the window of the truck they found him in just to get to him. we spoke to neighbor whose could not believe he was hiding there. >> the truck was parked right there and we started hearing a commotion. >> he points to the broken glass outside his home there where police discovered a red toyota tacoma stolen. here is a picture of officers last night after they arrested 32-year-old anthony sanchez, who they found sleeping inside. >> i heard like a car start and trying to get away like the wheels turning, then i just

heard three loud like bangs. >> police officers were yelling for him to get on the ground and basically he did. he dipped kind of resisted. they had to like throw him on the ground. >> police arrested him then for that but officers got distracted and he was able to sleep his handcuffs from the back to the front and hopped into their unmarked police van and drove off. he dumped the van there. law enforcement sources tell us he was later spotted in this stolen red truck there. employees tell me they provided video to police that shows sanchez here in the truck. just before 11:30 last night officers on routine patrol spotted the truck parked a mile and a half away on normanton way with him inside and handcuffs were also there. >> it is not everybody day somebody steals a police vehicle so with wanted to get him just on general principle

but if you look at it from a career criminal standpoint there is nothing that would lead us to believe he would stop, he is going to burglarize more houses and steal more cars, here is a career criminal. >> police say besides stealing that they have tied him to two other stolen cars and tied him to several burglaries, he was booked into jail on those charges and two warrants. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> officers say stay spotted a man who walked away from jail in april. he was seen on the back of a motorcycle there then but deputies could not catch him because the dirt bike was able to go places police cars could not. the motorcycle driver has not been identified. in iraq at least 36 people were killed and nearly when

politician in the country today. the quinnipiac university poll found that. clinton everybody surpassed president obama and vice- president biden. she has denied planning a presidential run in 2016 but many political analysts say that may change. power company officials say they now know what caused sunday's power outage at the super bowl. they say a device called a relay failed in the connection between the power line that comes from outside the new orleans superdome and the cable that carries power throughout the stadium. they say the relay had been installed as part of a 4 million dollar upgrade and is actually meant to prevent power outages. they say they don't know if the relay's failure was the result of a bad design or a manufacturing flaw. it has been removed and will be replaced. another quake has hit the solomon islands. the the 7.1 quake struck 15 miles

off the coast of australia. no damage or injuries have been reported. it comes two days after an 8.0 earthquake struck the same region, triggering a tsunami that killed 5. this latest quake is hampering relief efforts. >> cool dry weather is filling into the bay area for your weekend. outside our doors partly cloudy skies. a live look there over the bay. you can see blue sky. a few puffy clouds there. the clouds continuing to shift to the south. san jose still mostly cloudy. we saw some snow fall in areas like skyline boulevard along the ridge of the santa cruz mountains. national weather service reporting that. so low evaluation snow in some cases but this system now again on its way out. san francisco picking up 35/100s, 2/10s oakland but most saw a few 100s out of it. here it is moving south. we have partly to mostly clear skies over the north bay. in the south bay continuing to see this.

this will continue to shift as well. for the south bay your afternoon will be partly cloudy as this system here you can see now over southern california continues to shift to the south and to the east. so in time for the weekend we have a cool dry northwest flow beginning to sit up. you can see the winds here light around santa rosa as well as sfo, mountain view eight miles per hour and san jose, fairfield calm. even with a slight breeze it is chilly, so you have to exr the wind-chill factor in some cases. take, for example, areas like mountainview, redwood city, san jose covered by the two, upper 40s here, if you have the lightest breeze outside your door could mean feels more like low 40s. we will continue with chilly conditions today, 52 napa, foresanta rosa, this is the call for the weekend, sort of cool, breezy at times, upper 40s around the university, fremont reporting 48 degrees as well. afternoon highs for today going to be on the cool side.

stocks are higher on wall street following a report showing the trade deficit narrowed in december, the markets also getting a boost from strong earnings reports from them. the dow up 32. the nasdaq actually closing in on a 12 year high of 27. s & p up 6. palo alto based hewlett- packard has issued new rules from the use of student labor by its suppliers and factories overseas, they say the move is in response to complaints that chinese factories have been using student labor, in many
